DA Partners with International Organization, Universities for Scholarship Program

DILIMAN, QUEZON CITY – Committed in strengthening its pool of experts to achieve food security and a sustainable agriculture sector, the Department of Agriculture (DA) links with international organizations and universities for an expanded capacity development program.

Agriculture Secretary Arthur C. Yap signed a Memorandum of Agreement (MOA) for the institutional cooperation with Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA), Ateneo de Manila University School of Government (ASoG), University of Asia and the Pacific School of Management (UA&P SMN) and UPECON Foundation, Inc. (UPecon) on July 10, 2009, in Diliman, Quezon City. The MOA is for the partnership of the said parties in implementing DA’s Umbrella Capacity Development Program on Strategic Management and Policy for Agriculture Professionals and Executives.

The Capacity Development Program will provide graduate scholarships for 51 selected junior and mid-level professional staff of the DA, 48 of which are for master’s degree and 3 for doctoral degree.  Scholars will be sent out to study on a part-time or full-time basis in ASoG, UA&P SMN, UP School of Economics (UPSE) and other identified State Universities and Colleges (SUCs).  Moreover, the program emphasizes on strategic leadership and public management, agricultural business, trade and investment and development economics and agricultural policy.

Present during the MOA signing were DA Sec. Arthur C. Yap, DA Usec. Segfredo R. Serrano; Dr. Gil Saguiguit Jr., SEARCA Deputy Director for Administration; Dr. Antonio G.M. La Viña, Dean of ASoG; Dr. Emmanuel S. De Dios, UPecon Chairman; Dr. Arsenio Balisacan, SEARCA Director; Dr. Rolando Dy, Dean, UA&P SMN; and Dir. Asterio P. Saliot, Agricultural Training Institute (ATI) Director.
